Engagement of national stakeholders, especially relevant technical ministries as the policy maker and implementer for national level strategy and policies, is one of the Green Climate Fund (GCF)’s core strategy. To provide a platform for national ministries to discuss their project priorities and provide input to the national project pipeline for GCF, Indonesia’s National Designated Authority (NDA) of GCF, supported by GGGI, conducted a series of sectoral stakeholder consultations on July 12-15, 2021.
This series of sectoral consultations also supports implementing the 2nd Call for Project Concept Notes (PCNs), as the list of projects being discussed is based on the shortlisted PCNs from the Call. The ministries’ feedback and insights are essential as it ensures that the country ownership principle is embedded in the proposed PCNs, based on its alignment with national priorities, particularly at the sectoral level. The information gained from these sessions will also serve as a guiding note for Accredited Entities (AEs) and the NDA in considering and developing highly prioritized projects.
The four-day consultation sessions – divided based on specific NDC thematic sectors: forestry and land use, adaptation and agriculture, energy, waste and industry – were attended by representatives of 12 national ministries and institutions, including the Ministry of Environment and Forestry, Ministry of Energy and Mineral Resources, Ministry of Public Works and Housing, Ministry of Marine Affairs and Fisheries, Ministry of Industry, as well as Ministry of National Development Planning. Their inputs and project prioritization, which are based on each ministry’s strategic planning, identified approximately 70% of the shortlisted PCNs as high priority and suit the needs of Indonesia in achieving its climate change mitigation and adaptation target. During the discussion, the NDA also received inputs for improving the PCNs, such as ensuring the involvement of subnational governments from the design phase and paying closer attention to regions with high vulnerability levels.
Feedback from participating ministries will be used to strengthen the project design of the shortlisted Project Concept Notes (PCNs), while also providing additional inputs to be considered by AEs. Going forward, involvement of ministries will be further strengthened as AEs and project proponents progress with their collaboration in improving their PCNs until the implementation of the project.
