GCF Concept Note Writing Workshop



The Fiscal Policy Agency (FPA) of the Ministry of Finance as Indonesia’s National Designated Authority for the Green Climate Fund (NDA-GCF), supported by the Global Green Growth Institute (GGGI) recently organized a GCF Concept Note Writing Workshop on October 22 – 24, 2019 at Gran Melia Jakarta as part of the effort to expand and strengthen Indonesia’s GCF pipeline through the publication of call for submissions of GCF Project Concept Note (PCN).

 

As part of the Call for PCN mechanism, the applicants who have passed the assessment were invited to attend the two-and-a-half-day workshop. The workshop was participated by 38 people who are representatives of 19 institutions from various background, ranging from local NGOs, provincial government, private companies, and universities.

 

The workshop’s main objective is to support the shortlisted applicants in developing a full version, GCF-standard Concept Note. Throughout the workshop, participants were presented with various GCF-related know-how topics, ranging from how various entities operates within the GCF mechanisms, what constitutes a good climate project with strong climate rationale and how to develop such projects, how to emulate project’s climate rationale into the GCF Concept Note, and the more technical aspects of project development such as institutional arrangements, project finance and co-financing, financial model development, annexes and studies in GCF projects, and budget structuring. GGGI and the FPA was assisted by Grant Ballard-Temeer and Alex Milano from Eco Ltd who facilitated the workshop.

 

At the end of the workshop, participants were asked about their feedback regarding the training and most responded positively with more than half indicating their eagerness to further develop their PCN into a full version, GCF-standard Concept Note. Mr. Adi Budiarso, Director for Center of Climate Finance and Multilateral Policy, Fiscal Policy Agency (FPA), Ministry of Finance (MoF), concluded the workshop with a speech where he thanked all the participants for their active participation. He added that as a follow up to the training, participants are requested to further develop their PCN into a GCF-standard Concept Note and submit it to the NDA GCF Secretariat. The NDA GCF Secretariat will then try to matchmake these Concept Note with various GCF Accredited Entities (AEs), with the hope that the AEs will be interested in taking up the proposed projects, thus further strengthening Indonesia’s GCF project pipeline.
